A photographers note. This picture portrays a peaceful reflective, quiet scene. It should have been but at this moment the White House press pool and the French pool were engaged in a major battle. Lots of pushing swearing and shoving with photographers on the ground. The White House had prepositioned the White House pool and then the French pool was let in. The French would have none of this and the fight began. Carter knew the fight was going on. How could he not know when you have about 12 grown men fighting three feet from you. Carter just laid the wreath, and went on to the motorcade.
